On February 28, 2024 the Rockingham County Board of Supervisors will vote on a Special Use Permit for Frazier Quarry's North Plant on Buttermilk Creek Road.  This permit (as written) will allow Frazier to sell stone 24/7.  

This translates to more truck traffic (and jake brakes) on Gravels Road, Kratzer Road, and Buttermilk Creek Rd throughout the nights and weekends.  

Currently the quarry is limited to Monday - Saturday, 6:30am - 5pm for hours of operation. 

CALL each of the 5 Board of Supervisors and tell them NO to the new hours of operation for this special use permit!!!!  Sallie Wolfe-Garrison is the board of supervisor for this district.

Frazier Quarry's North Plant currently has the following hours permitted under current special use permits issued by the County:
  • Hours of Blasting Operation: Monday - Friday, 7:00am-5:00pm
  • Hours of Operation: Monday - Saturday, 6:30am-5:00pm
The new special use permit application is seeking the following hours where SALES means loading dump trucks: Working Hours
      a. Hours of blasting operations shall be from 7:00 a.m. until 5:00 p.m. Monday through Friday.
      b. Operation of the quarry and crushing plant shall be conducted Monday through Saturday 6:00 a.m to 11:00 p.m. On Sunday, no quarry or crushing operations shall take place.
      c. Maintenance tasks, sales, and rail loading of stone will not be limited.

October 17, 2023 - Adjoining land owners were notified that Frazier Quarry’s North Plant on Buttermilk Creek Rd was seeking to rezone a 300 acre parcel from I-1 to I-1C.  That 300 acres was prohibited from being quarried under the existing zoning.  
October 24, 2023 - AES distributed letters inviting adjoining land owners to a meeting at Linville Ruritan Hall on November 1st.

November 1, 2023 - Meeting at Linville Ruritan Hall to ask questions.  Representatives from the quarry said they would be moving their plant to the south side of Buttermilk Creek Rd and begin exacting the stone under where the current crushing plant is located.  Several maps were shown to neighbors but nothing was mentioned of the plan to have unlimited hours of operation. 
November 8, 2023 - The planning commission gave their approval of the changes to the rezoning and sent it to the Board of Supervisors to approve in December.
Nov. 20, 2023 - Adjoining land owners received another letter from the county stating that the Board of Supervisors would have public comment on not only Frazier Quarry’s rezoning request but also would be looking at a special use permit change.

Friday Dec. 8th, 2:33PM - The County posted the agenda for the Dec. 12th Board of Supervisors meeting on their website.  Buried on page 128 of a 177 page document was the special use permit conditions which, if approved, would grant Frazier permission to run the quarry 24 hours a day.

Wednesday, December 12, 2023 - 6:00PM - Board of Supervisors meeting begins.  During the Frazier permit portion of the meeting, numerous people spoke in opposition of the permit as written and the Board decided to table the matter until a future meeting.
